HMRC Releases Transformation Roadmap

HMRC has officially launched its Transformation Roadmap, outlining a series of over 50 ambitious digital projects intended to modernise the UK’s tax and customs systems by 2030. Building on HMRC’s ongoing shift to digital-first administration, this new phase promises small businesses easier access, better guidance, and real-time transparency, but also brings new responsibilities and compliance expectations. 

What’s new in the Roadmap?

1. New PAYE Service:
A major new development is a fully online PAYE portal. UK employees will be able to review and update income details, tax codes, allowances, reliefs, and work expenses via their Personal Tax Account or the HMRC App. This gives staff increased visibility and control and should reduce ‘why has my tax changed?’ queries to employers. 

2. Push for 90% Digital Interactions by 2030:
The roadmap lays out a clear goal: by 2030, at least 90% of customer transactions should be digital. Expect more communications via Apps, online forms, SMS confirmations, and AI-powered assistants, with paper and phone support scaled down for all but essential cases. 

3. AI and Automation Drive:
Artificial Intelligence (AI) is set to support HMRC advisors and caseworkers, summarise calls and cases, power digital assistants, detect fraud through biometric checks, and foster data exchange with third-party apps. Features like a ‘Digital Disclosure Service’ and simplified Self Assessment processes mean businesses will have to be comfortable with real-time compliance.

4. Key Projects Rolling Out Soon:

  • SMS confirmations for Self Assessment updates and PAYE services
  • Voice biometrics to speed up verification when calling HMRC
  • Streamlined Self Assessment registration/exits
  • Integrated Child Benefit management for higher earners
  • Expanded anti-avoidance measures targeting offshore and umbrella company non-compliance
  • Agent digital submission of tax code details
  • Electronic trade documentation pilots for customs improvement

5. Legislative Changes for Agencies:
From April 2026, recruitment agencies will have new legal responsibilities regarding PAYE for workers engaged via umbrella companies. Businesses using these should prepare now.

What Does This Mean for Small Businesses?

Digital Expectations Rise: Employees and clients will expect online access and faster responses. This means you may need to support staff in navigating digital services or use updated payroll and accounting software.

Compliance Becomes Real-Time: Automated checks and AI-powered compliance tools mean that errors or delays can be caught quickly by HMRC, so maintaining accurate records is more important than ever.

Reduced Paper and Phone Interaction: While support will still exist for those who need it, digital will be the norm. This saves time but may leave behind those uncomfortable with tech so it’s worth considering digital training if you’re uncomfortable with tech.

Agent Services Evolving: Accountants and tax advisers have been told we will gain new digital tools, but full integration will take time. There will be a period where clients can access information that we can’t, so we may well need to ask you for information to fill the gaps until our access and systems catch up!

Practical next steps for Small Business owners

  • Encourage employees to activate and use their Personal Tax Accounts to resolve tax code queries directly.
  • Check your payroll/accounting software providers regularly for compatibility updates. If you’re using a cloud system, which our clients do, these will update automatically for you, but you will need to get comfortable with the new functionality!
