HMRC ends telephone UTR support

HMRC will no longer confirm a taxpayer’s unique taxpayer reference (UTR) number over the phone for either individuals or agents acting on their behalf. This significant policy change is designed to enhance data security and reduce the risk of personal information being disclosed incorrectly. UTR numbers are now only available through HMRC’s digital services, specifically, via the HMRC app or a personal tax account.

How find your UTR

Taxpayers should find their UTR easily displayed within their digital account, or on previous personal tax returns, notices to file, and payment reminders. It’s a ten digit number that is unique to you, allocated when you register for Self Assessment.

Options for those unable to use digital services

For individuals who cannot access or use digital services, HMRC will confirm the UTR by post after carrying out thorough security checks. 

However, this process will obviously take longer than digital alternatives, especially for those who need to register for self assessment or need to set up their July payment. 

We’d therefore advise people in these categories to bear the time requirements in mind and plan ahead. HMRC provide a 15-day estimate for a new UTR to be allocated following registration, but this makes no allowance for postal delays, for example. 

Continuing concern around HMRC’s service standards

The change comes amid ongoing concerns about the level of service provided by HMRC via telephone lines. We’ve talked before about the issues such as long waiting times, difficulty in reaching the correct department, and limited availability of phone support have been widely reported by both taxpayers and professional agents. 

These challenges have already led to frustration and, in some cases, delayed access to essential information like UTRs. Whilst data protection is of course important, industry figures have asked whether this is also another ploy to reduce support levels by HMRC.
